1. Describe the evolution of the American administrative state. What factors have contributed to its growth, and what efforts have been taken by the political branches of government to maintain control over it?
2. Define the term “politics/administration dichotomy.” What was the historical context in which it was originated? In what sense can the politics/administration dichotomy be seen as a theory of democracy? In other words, why did advocates of the dichotomy feel it was important to advance this theory?
3. What are public service values? What role should these values play in the practice of public administration?
