1. Give a suitable introduction about state liability to compensate victims of terrorism followed by a discussion of the international law pressure for support victims. Here discuss the international treaties, UN special rapporteurs on terrorism, general assembly, declaration) specially the one that are ratified by KSA.
2. Discuss the idea of the state liability to compensate victims of terrorism as a hard support (in law) this includes civil liability and criminal liability. Under the Civil liability please explain (A. the contractual liability (that comes from a contract between the parties) and B. responsibility for fault (tort law) (where there is a fault or negligence).)
3. Under the criminal liability please refer to Islamic law on how to identify this kind of liability. Also use the UK law and EU convention and international treaties. Specify the crimes and offences which considered as a terrorist crime under these laws (UK and KSA laws). discuss the idea that direct and indirect offenders (for example companies or organizations that support the offender in some way and make it easier for him to commit the crime) are liable to compensate victims of terrorism and their families.
4. Refer to the individual liability to compensate victims of terrorism within each type of liability (civil and criminal). By individual here I mean any party that could be liable to compensate victims of terrorism rather than the state (this include the perpetrator, terrorist organizations, insurance companies, banks and the private sector).
5. Discuss the soft support (social solidarity) this includes A. administrative liability (laws to support victims of terrorism (funds) UK and KSA laws) B. Social solidarity like a NON-LEGAL RECOGNITION eg mediation, giving account, monuments and commemorations.
