Add the executive summary page as well.  The problem you identify is an important one that our healthcare system needs to address. However, as I noted in my comments on your Policy Options Brief, you need to discuss what New York State can do to begin to fix the problem. It is not enough to say that healthcare organizations should improve their communication about costs. You need to say what New York State should do to compel or encourage healthcare organizations to improve their communication about costs. The same goes for all your options. You might find examples from other states or countries to show how transparency is enforced elsewhere.
