The secretary of the health system board of trustees wants to know how this can be. What will you tell her? Based on your research, is it true? Why? Offer your new solution to the dilemma. Evaluate your recommendation on its (1) measured likely benefits, (2) measured likely downsides, and (3) likely unintended consequences of implementing your idea. Be specific, not general, e.g., “new laws” is not a new idea.
