PROPOSAL ON HOMELAND SECURITY OFFICERS.

INTRODUCTION
A lot of people have misconceptions about what homeland security personnel are supposed to be doing when it comes to homeland security, especially in the United States. The purpose of this study, on the other hand, is to get a better knowledge of the tasks and responsibilities of homeland security employees.

BACKGROUND
A huge onshore oil leak caused by a ruptured oil transmission pipeline will be the subject of this thesis, which will analyze how Michigan homeland security officials responded. Tallmadge Creek, a tributary of the Kalamazoo River located in southern Michigan, absorbed approximately 1 million gallons of crude oil in the past year. In the course of the cleanup, approximately 9 million gallons of oil and water mixture were gathered. As a result of the accident, a large number of individuals were forced to be evacuated, both permanently and temporarily.

Officials from a variety of homeland security departments took part in the response to the oil spill in a variety of capacities. Emergency managers and homeland security coordinators were in charge of specific response activities and procedures. Along with handling the emergency response steps, these homeland security officers were expected to perform their usual tasks, which included contacting and responding to county officials as well as fielding questions from citizens.
One issue that many of these local homeland security bodies are dealing with is a lack of enough support personnel. Furthermore, these officials have had to deal with a terrain that is continuously moving and unclear. The purpose of this study is to learn more about the duties and responsibilities of state and local homeland security agencies through interviews with them. Their responses provide insight into the approaches used by state and municipal officials to homeland security.
